Bursa Malaysia Berhad (“Bursa” or “the Company”) wishes to announce that it had on 17 October 2025, received the following letters from the Securities Commission Malaysia (“SC”):-
(1) Letter on Notification on SC Fee Applicable to Bursa; and (2) Letter on Request for Approval of Bursa’s Proposal on Selected Listing and Regulatory-Related Fees Revision. A) Notification on SC Fee Applicable to Bursa The SC had, vide a letter dated 17 October 2025, notified Bursa that it has received approval-in-principle from the Ministry of Finance Malaysia (“MOF”) on the following fee applicable to Bursa: i. a new annual fixed regulatory fee of RM28 million; and ii. derivatives levy to be paid to the SC under Section 24(2) of the Securities Commission Malaysia Act (SCMA) 1993 at 37.5% of derivatives revenue (similar to the securities levy arrangement). (collectively (“SC Fee”)) The SC Fee will be applicable for the next three years, whereby the total amount payable by Bursa to the SC will be capped at RM35 million in 2026, RM40 million in 2027, and RM45 million in 2028 respectively. The relevant subsidiary legislation (which is proposed to take effect on 1 January 2026) is pending approval of MOF and Attorney General’s Chambers (“AGC”). The securities levy, payable to the SC under Section 24(1) of the SCMA 1993, and the current sharing arrangement on the securities levy of 37.5% between SC and Bursa remain unchanged. The SC Fee will be reviewed prior to the expiry of the three-year arrangement, i.e. for 2029 onwards. B) Bursa’s Proposal on Selected Listing and Regulatory-Related Fees Revision The SC had, vide a separate letter dated 17 October 2025, notified Bursa of its approval-in-principle on the proposed revision to selected listing and regulatory-related fees for both listed issuers and market participants to be charged by Bursa. Accordingly, Bursa is required to submit the formal submission for the SC’s review and approval, prior to implementation. The revision to the selected listing and regulatory-related fees is anticipated to take effect on 1 January 2026. Subject to SC’s final review and approval, the additional fee to be collected by Bursa from the revision of selected listing and regulatory-related fees is estimated to be in the range of RM28 million to RM34 million per annum, primarily from increase in annual listing fees. Further details will be announced in due course to relevant stakeholders, upon the SC’s approval. The Company will endeavour to manage its costs, including securing funding for relevant market development proposals from the Capital Market Development Fund, to alleviate the full effect of the SC Fee implementation. The Company will make further announcements upon any material developments in regards to this matter. This announcement is dated 17 October 2025. |
